A Brief History of Livingston County's Emergency Medical Services

The initial transport service was owned and operated by Phillip Smith of Smith's Funeral home. The county purchased it's first ambulance in 1973 which was operated by Mr. and Mrs. Ruddell Bonds until 1978.

Angel of Mercy (now Mercy Regional EMS) entered into an agreement with the county in 1976 to assist in providing emergency medical care and transportation to the county's resdents free of charge. Patients who were transported by Mercy were billed for their services. The Fiscal Court solicited proposals in 1978 to operate an ambulance service and purchased a new ambulance for $19,000. This was to operate in conjunction with the Sheriff's Office. Ralph Smith assumed operation of the service in 1980 for a $2000 per month subsidy until 1983, during which time the service continued as "Basic Life Support".

The service was operated from 1983-1988 by Phillip Ramage, then from 1988-1998 by Dethel Ramage (no relation) during whose tenure several advancements were made including the purchase of two new ambulances and an automatic defibrillator. In 1998 Phillip Ramage again took control and the service progressed to "Advanced Life Support".

Due to various compounding factors the Fiscal court opted in January 2000 to contract with Mercy Regional EMS to provide administrative services and supplement staffing.

Operations were returned to county control in September 2001 under the direction of Randy Free. Currently there are 10 full-time members, 4 paramedics and 6 emergency medical technicians (EMT's).

The building currently being used to house the service, located at 436 Walnut Street in Smithland was also built in 2000 during the recent tenure of Mercy.
